Cut a 4" circle out of felt. Glue down < 4" of floral wire across the diameter of the circle and apply 4" of ribbon on top of the wire. Then fold felt up so you have a half-circle with the wire/ribbon on the inside of the bottom fold. Pinch-fold the center of the wire by folding the corners down. The wire will help the felt keep its shape.
